Submit a support or opposition letter to the California legislatures

Anyone can submit a position letter on a California bill — as an individual, organization, or registered lobbyist.

Deadline: Letters must be submitted by 5:00 p.m., seven calendar days before the scheduled committee hearing. Letters received after this may not be reflected in the committee analysis.

Step 1 — Create an Account

First-time users must register on the Advocacy Portal to get a username and password. This is a one-time step.

Representing an organization? Register for both a personal account and a separate organizational account, then submit under both.

Step 2 — Submit Your Letter

Choose your registrant type below for specific steps.

Individual

  1. Log in at calegislation.lc.ca.gov/Advocates and click Submit a Letter.

  2. Select the measure type, bill number, and session type. Click Search.

  3. Select the appropriate committee.

  4. Select your stance (support or oppose).

  5. Add a note in the message box — keep a courteous, professional tone. You may also upload a signed letter.

  6. Complete the CAPTCHA and click Submit.

Organization/Group

  1. Log in at calegislation.lc.ca.gov/Advocates and click Submit a Letter.

  2. Select the measure type, bill number, and session type. Click Search.

  3. Select the appropriate committee(s).

  4. Select your stance (support or oppose).

  5. Add a note in the message box.

  6. Click Choose File and upload your letter on official letterhead.

  7. Click Review, then Submit Position Letter.

  8. Complete the CAPTCHA and click Submit.

Letter guidelines for organizations

  • Letters must be on official letterhead with the signature and title of an authorized representative.

  • Coalition letters must include logos, signatures, and titles for all member organizations.

  • Letters must clearly state your position — letters expressing only "concern" may not be listed.

  • Letters of conditional support will not be listed on the committee analysis.

  • Submit only once unless the bill is amended and your position becomes unclear.
